SIRTE, Libya (AA) - UN envoy to Libya Martin Kobler on Wednesday voiced his “deep concern” over continued reports of “serious” rights violations being committed across the troubled North African nation.
Kobler called on all parties in Libya to send a “strong message” that such violations are “absolutely unacceptable” and to make credible efforts to identify perpetrators and hold them accountable.
His remarks came two days after Libyan activists posted video footage online showing a captain in Khalifa Haftar's self-styled Libyan National Army killing three members of a Benghazi militia execution-style.
“I remind all parties that those responsible for such acts -- including hostage-taking, torture, extrajudicial executions, indiscriminate bombing and the desecration of corpses -- are liable to criminal accountability, including being brought before the International Criminal Court,” Kobler asserted.
He added: “Credible, effective and accountable security institutions are urgently needed to end the deteriorating security situation [in Libya].”
Libya has remained locked in a state of violence and turmoil since 2011, when a bloody popular uprising ended with the ouster and death of longtime strongman Muammar Gaddafi.
