Ukraine welcomes UN report on Russian drone attacks in Kherson
‘Every criminal who drops explosives on ordinary people must face justice,’ says foreign minister after report finds systematic attacks on civilians

ISTANBUL (AA) - Ukrainian Foreign Minister Andrii Sybiha welcomed a UN report Wednesday that accuses Russia of repeatedly targeting civilians in Kherson with drones.
“This is the first international report to focus on Russia’s systematic and inhumane terror in Kherson,” said Sybiha.
“Every criminal who drops explosives on ordinary people must face justice.”
The UN Independent International Commission of Inquiry found that since last July, drone attacks in Kherson have killed nearly 150 civilians and injured hundreds more. Victims were struck while walking, driving or receiving medical help.
The report said drone operators used real-time video to target civilians and ambulances. Some videos were shared online, along with threatening messages.
The Commission concluded that the attacks were systematic and may amount to "war crimes" and crimes against humanity, including forcible population transfer.
The investigation included 91 interviews and a review of hundreds of videos and posts.
The commission is an independent body mandated to examine rights violations in the context of the conflict in Ukraine.
Russian officials have not yet responded to the findings.
